Lucio was born in Rome, Italy, in 1966 and accepted Jesus as his Lord and Savior when he was twenty-four in November 1990, after a long period of personal crises. He was baptized in 1993 in the "Berea" Independent Gospel Church of Rome. Lucio has been married to Cristina since August 1998, and they have three children—Rebecca, Davide, and Mattia.
Growing under the elders' teaching, Lucio started serving in the church and through evangelism; in 1994, the Lord called him for a period of further Biblical training. He first attended the School of Christian Living (SVC) for ten intensive weeks in 1994. In 1996 he started attending the Istituto Biblico Evangelico Italiano (IBEI) where he graduated in 1999.
From 1999 to July 2005, Lucio served full-time in the Berea Church in Rome as youth pastor and pastor of outreach ministry, as well as providing discipleship and biblical counseling. He also taught and preached regularly in the church. From 2003–2005, Lucio served as one of the elders of the church in Rome and from 2001–2005 he wrote for the singles magazine Punti Fermi. Lucio and Cristina have also been involved for many years in the ministry at the Institute of Isola del Gran Sasso (IBEIsola) by teaching, preaching, and helping out with the camps and conferences for children, youth, and families.
In August 2005, Lucio enrolled at The Master's Seminary in California, where he graduated with his Master of Divinity degree in 2009. After completing his studies, he has returned to Italy to pastor a local church and be involved in the ministry of the Italian Theological Academy.
